The City Clerk is the oldest of public servants in local government, along with the tax collector. The profession traces back before Biblical times. For example, the modem Hebrew translation of Town Clerk is “ Mazkir Ha ’ ir ” which literally translated, means city or town “ Reminder. ” The early keepers of archives were often called “ Remembrancers, ” and before writing came into use, their memory served as the public record. The City Clerk serves as liaison between Council and its constituents, and is custodian of City Council’s legislative history and other official records of the City, including the City Charter, the City Code, City Seal, minutes, ordinances, resolutions, contracts/leases, annexation and zoning document, and cemetery records. The City Clerk is appointed by the City Manager, and works very closely with the City Attorney, the Mayor and members of City Council. The City Clerk’s Office provides administrative support to members of Council.

The City Clerk attends all meetings of Council and records official actions, attests and certifies to the correctness of documents executed by Council, coordinates orientation for newly elected officials and coordinates the administration transition and inauguration, administers oaths of office to elected and appointed officials, and coordinates all general and special election activities of the Municipal Election Commission. The City Clerk is the point-of-contact for citizens wishing to serve on City boards and commissions by receiving and processing applications.

This office is also responsible for ensuring that City Council, City staff, and interested citizens are aware of issues addressed at City Council meetings by preparing, distributing, and publishing on a timely basis agenda materials, weekly schedule of meetings, minutes and Municipal Code is accurately and routinely updated.
