Mr. Brown is a graduate of the University of Illinois where he earned Bachelor of Science Degrees in Agriculture and Engineering and a Master of Science Degree from Oklahoma State University . Mr. Brown has over 15 years of experience in the academic, public, and private sectors in Water Resources Engineering. He is a registered professional engineer in South Carolina and Illinois.

Bill joined the City as the Assistant City Engineer - Environmental in August 2006. In his role as the Assistant City Engineer - Environmental, he oversees engineering activities related to stormwater and sanitary system engineering. His responsibilities include coordination with the South Carolina Department of Health & Environmental Control managing the City’s “Qualifying Local Program” for construction site storm water runoff control and post construction stormwater management, the South Carolina Department of Natural Resources and the Federal Emergency Management Agency coordinating the City’s participation in the National Flood Insurance Program and Community Rating System, and the Western Carolina Regional Sewer Authority.

Mr. Brown is a member of the Association of State Floodplain Managers and has served as the organizations National Mapping & Engineering Standards Co-Chair since 2004. He has also served as a local government advisor to the Federal Emergency Management Agency on floodplain mapping technical issues.
