( Local Implementation of the HIV/AIDS Housing Plan )

The Steering Committee identified the issues through focus groups and key informant interviews and have made the following recommendations in the HIV/AIDS Housing Plan for improving the quality of life for those affected by HIV/ AIDS:

HOUSING:

  • Solicit county and city officials to take a leading role in addressing issues through policy formulation/adoption of the HIV/AIDS Housing Plan.
  • Solicit and secure state HOME Investment Partnership Program grant funds for rental assistance, and form ad-hoc committees.
    ?Publish a resource directory
    ?16 units currently under construction

LIMITED SERVICE CAPACITY:

  • Clarify HOPWA regulations in order to continue using funds for security deposits.

LACK OF PUBLIC EDUCATION:

  • Develop and implement strategies to reach the broader community, including schools, churches, and the media.

MULTIPLE SYSTEM SERVICE:

  • Identify specific services provided throughout the region that could be streamlined.

 

PRESERVING SYSTEMS THAT HELP THE HOMELESS:

  • Expand AIDS Service consortium group memberships to include non-traditional service providers.
  • Develop partnerships with HIV/AIDS mainstream housing and service providers.

ACCESS to and UTILIZATION OF EXISTING MAINSTREAM HOUSING:

  • Publish a resource directory for the distribution to providers that is also available on the Internet and coordinates with existing directories.
    ?Reviewing possibilities to create state's first care facility.

ADEQUATE ASSISTED LIVING/ NURSING CARE

  • Develop partnerships and obtain funding for two new skilled nursing facilities in the
    7-county service area that serve a mixed population.
  • Section 8 Voucher Preferences in Greenville
  • As a result of Steering Committee members working together during the development of the HIV/AIDS Plan, members representing the Greenville Housing Authority and various local service organizations worked together with the assistance of the City of Greenville to establish preference (no-waiting) placement for those in the area with HIV/AIDS.
