The City of Greenville is no longer a recipient of HOPWA dollars. The White House Office of Management and Business issued a memo redefining the statistical boundaries of micro and metropolitan statistical areas throughout the Nation. The definitions came about as a result of analysis of the 2000 Census data. The City of Greenville was within a defined MSA of Greenville, Spartanburg and Anderson counties. The number of HIV/AIDS cases in this MSA reached the HOPWA Entitlement threshold of 1,500 total cases. This triggered HUD to designate the MSA, in particular the City of Greenville , as an Eligible Metropolitan Statistical Area (EMSA) to receive HOPWA funds directly.

As a result of the City’s new classification, the new MSA (comprised of Greenville , Pickens, and Laurens) Counties does not meet the 1,500 reported HIV/AIDS threshold; therefore, HOPWA entitlement status under HUD was reverted back to the State Department of Health and Environmental Control (DHEC) for administration.

The State’s DHEC staff has a clear understanding of the needto continue local efforts to address the actions listed in the now-completed HIV/AIDS Housing Plan for the previous EMSA that included Anderson, Cherokee, Greenville, Pickens and Spartanburg counties.

With the State’s understanding, an agreement was reached between the City of Greenville and the DHEC to contract with the City’s Community Development Division to continue as the administrator of the HOPWA funds. This arrangement will allow for localized leadership in addressing the HIV/AIDS Housing Plan through continued development of partnership, resources and housing units within the Upstate service area.

 

The contract between DHEC and The City of Greenville includes the following:

  • A five-year agreement for the City of Greenville to serve as administrator/project sponsor of the HOPWA funds budgeted for Anderson, Cherokee, Greenville, Pickens, Oconee, Spartanburg and Union counties.
  • For the year period: 04/01/04 to 03/31/05, the City will administer $284,610 by sub-contracting with AID Upstate, Inc. and Piedmont Care Consortium, Inc. for the purposes of operating the emergency housing assistance program and to provide supportive services for those living with HIV/AIDS in the service area.
  • AID Upstate, Inc. will serve those living in Anderson, Pickens, Oconee and Greenville counties while Piedmont Care Consortium, Inc. will serve those living in Cherokee, Spartanburg and Union counties.
  • The City will utilize only $2,500 to administer these funds as lead facilitator in addressing the needs of those with HIV/AIDS in the service area.

Reporting requirements of the City of Greenville are to DHEC, who, in turn, reports to HUD.
